An eyewitness to the crash in Westminster told LBC it looked like a deliberate act.
Jason was on the same side of the road that the car crashed into security barriers outside the Houses of Parliament at 7.37 this morning.
Speaking to LBC, he said: "It did look like a deliberate act, unfortunately.
"I was on the same side of the road that it happened. A vehicle hit a bollard outside the Houses of Parliament.
"Specialist police were on the scene. In the space of five minutes, five police cars came from Lambeth Bridge.
"A man was led away. He looked 35-40, Mediterranean or Asian-looking."
Jason talked of a number of cyclists lying on the road, adding: "I saw a cyclist injured and about 10 people lying on the road. The cyclist was leaning on his bike and he couldn't get up.
"I didn't see any fatalities, but there were a lot of paramedics on the scene."
